If the four devices were all going through your ISP, it could be a DNS resolution issue with their DNS server, hence the suggestion to use Google's DNS server addresses, or they could have a routing problem. The giveaway is that you can access the site through your cellular devices which quite likely use entirely different DNS servers and routing through the cell network.
