I think basing agronomic decisions on what happens 1-3 years out of 10 is a mistake. If conditions are right for crusting, then deal with it at that time. Rotory hoe, whatever. Even if you only plant 100k and lose 50% to crusting, you still have enough to yield with any higher pops.
