Isn't the reaction of wheat to stress to abort tillers? The only time I've ever seen wheat add new tillers is when the growing point gets killed by spring freeze. Not only that but secondary tillers only have half the yield potential of primary tillers so I don't see the logic in damaging the primary tillers.
