NH3 storage is mostly a state by state thing. Best bet is to call your state chemist/regulatory agency and ask. Next call should be to a your insurance agent, and I'd suggest asking a local supplier or someone who transports NH3 who their insurer is and call that agent.. When you get into big bullets, a lot of things change, so do an honest risk analysis.
The big ones are safety equipment and insurance, "here". What you don't want to do is get whacked with a non-compliance fine (most regulatory agencies don't look at HazMat ignorance as a good excuse) or have a release and find out you have a gaping hole in your liability coverage.
