Markmn - If they are consistently holding the speed limit, driving straight, acting predictable, they are totally in the right. Even if they are going slower than the limit, the driver behind still has to drive safely. The onus is on the person in the rear.

sorry but wrong, at least in some places. A friend was in Houston several years ago and got stopped for running the speed limit when traffic was running 80MPH. The officer politely explained this was not Illinois. If traffic was running 80 he needed to run 80
