NE | Weren't the dams originally built for flood control? I would think that is the case since every large dam ever built was originally intended for that at least in non-arid areas. Then with the amount of snow in the drainage area that is very easily estimated and that they knew was there for months now those dams should have been drawn down as far as they could have. Wouldn't have prevented all the flooding but it sure would have helped prevent setting new records. I thought the Core of Engineers would have learned their lesson after they lost the last lawsuit. | |
