I would think pp would still pay. Reason is no one is checking ground moisture levels. If other farmers in your area apply for pp whomever applies will get it. Case in point a large farm here last year took pp on a large amount of acres that are tiled out at 30 feet. Ground is all ways drier then most in the area. The only reason it didn't get planted is it started to run into the pp date and decided to take the money. Made more not planting there better farms. Could have easily planted.
