Depends on the year. Could have had 200lbs out there and burnt up and had a 60 bushel crop and the soil test only shows 60lbs left. I agree that .7-1 is a good average though. Some guys playing with cover crops are less then that. Side dressing you supposedly can get away with less since you have less chance for leaching.
