Because the nitrogen response curve is derived from basically a scatter chart of responses. Any one of those rates is correct in any given year. Agronomic opt rate varies from zero N to I'm not sure what the highest rate could be in any given year.

Now generally 0.7-1.0 is the best fit for the curve but that's site specific and driven by weather more than anything so that's where most people "live" when chosing a rate.
