That's crazy. What is the silt load of that river though? To me it looked like before the flood the channel in the reservoir had silted up quite a bit, and the main channel had moved to the south bank. Was then making a hard left turn against the dam to go to the north bank where the powerhouse and outlet works were located. Not something you want to have happen on any dam, but particularly an earth dam that is susceptible to scouring and undercutting.
