Just in Michigan the Corp operates the locks at Sault St. Marie, the river maintenance on the Saginaw River,Harbors of Refuge along the entire shore line like Lexington, Port Sanilac and Harbor Beach. Plus the maintenance of the St. Clair River. The locks at the Soo are manned 24 hours a day and operate nearly year around. The Harbors of Refuge were designed and built by the Corp but are not staffed. River navigation requires constant maintenance with dredges and making sure that the design depth is maintained, Add in all of the harbors around the country that are maintained by the Corp plus the locks and dams on the Mississippi, Ohio, Missouri, Columbia and many more. It takes a lot of people to operate this portion of the transportation system.
