There are a lot of old county and some state bridges that should just be replaced with large culverts. Their cheaper to start with. Quick and easy to install. Basically has no load limit. And if they wash out in the future that can usually be reinstalled.
It would have to be a case by case basis but there are a lot of old canyons that don't receive the runoff they once did. At least in normal storms.
