In my area we had about 4" of rain that fell and melted the 2' of snow that was already on the ground, plus the fact that we still have frost 3' in the ground means that none of it soaked in.
+1 same here in addition to ice chunks the size of small cars. The rivers flowing full of those were like endless battering rams, breaking bridges apart in its path.
