To answer you original question....the 2 wires that were connected to the circuit breaker are what feeds the key and light switch, so they both need connected to the battery cable terminal on the starter. You can either remove the circuit breakers or you can keep them if you can find a decent place to mount them. Depending on what 12V starter (Delco) you are using you may be able to bolt them back down with the solenoid bolts. It is not a bad idea to keep them, although they never had them from the factory as they were added later as a wiring protection kit. Later factory 12V tractors just used an inline fuse under the cowl in the switch circuit.
