It takes so much torque to get the mass of a semi moving that its probably not practical to do regenerative braking with internal combustion engines. By the time you added the equipment to store that energy with something like a hydraulic or even compressed air system you'd probably lose any efficiency due to the extra weight. But you could probably use an electric motor for both power and regenerative braking so not that much extra weight other than the batteries (which could still be considerable). Maybe you would save enough weight by substituting electric drive motors for the diesel engine/transmission/drivetrain so that the only problem is the battery capacity.
