I've just bit the bullet and either purchased a cheap new car tire or an implement tire for those light duty uses. As you said almost impossible to find a used 15" tire anymore. Try looking for a used 14"! I haven't yet looked to see if rims would be available in either 16 or 17 inch to fit those utility type hubs. New rims might be the cheapest way out in the long run.
