On our 8200 I use a bolt that I cut slots in like a tap. start it in the hole and spray your favorite penetrant in the slots and work it in and out. Once it is cleared out put anti-seize on the bolts and leave them in to keep the holes clean while the tanks are in storage. You might be able to use one of those wire brush type battery clamp cleaners to remove the dirt and heavy rust first.
