He's missing something big imo. Commodities are commodities because they're fungible. Buying more from the US just means buying less from somewhere else. The global price will adjust and things won't change that much. The US isn't going to open any more steel plants and isn't going to plant any more acres. Long term it's a wash. In the early 2000's China bought more from everywhere because they needed more. Unless China's GDP goes back into double-digits it won't matter where they commit to buy their commodities.
