I had an Elgin Pelican at work for the city. It didn't do very good with heavy amounts of sand in the Spring but that could be because it was worn out, I think a vacuum style would work better. Cost me over $250/hr just to run it the last year I used it. I think skids with brooms and a loader to clean up after them and use as a "dustpan"(for lack of a better term) would work quite well and be way more cost effective to run than an actual sweeper. I haven't replaced the one at work because of the cost. For now I just run the tractor loader down the gutter and scrape out what I can then flush the rest out with a fire truck.

I'd charge hourly but I wouldn't have any idea on a rate, just going b my experiences that it takes a lot longer to clean up sand than a guy thinks it will. Hopefully this rain will get rid of some of it for you.
