| It is a bad deal any more. Employees don't care if they show up or not. They know if they get fired the government will take care of them, may be better than their job. They also know they are almost impossible to replace.
We see it almost every where we go. If they do anything at all they consider it going above and beyond.
The most successful programs are the ones where you get an extra dollar an hour or something like that if you are on time. Another place pays $20 if you are ready to go to start working on time. Some guys collect it every day and some guys never do.
