I haven't been there a lot but it sure looked to me that the irrigation around Salome and Hope is from wells. 
And yes, the aqueducts starting in Havasu and running to LA and San Diego wouldn't be there nor either would Lake Havasu if it wasn't for the Parker Dam that was built by funds from LA and San Diego, way back in the 30s. Of course, Arizona was dead set against the project at that time and fought it with lawsuits. Luckily the California interests prevailed and the dam was built, so later on the CAP was able to use water impounded by the dam, to water Phoenix and Tucson. You can get a pretty good idea  of just how much water the CAP and the Colorado River Aqueduct uses by sitting in a dining room overlooking the river at one of the Laughlin casinos and watching the water flow by. Then go watch the channel of the river upstream of Parker. No where near the flow that there is in Laughlin or the Topock Gorge just before the river dumps into Lake Havasu.
