Some bulls won’t work out for traits you cannot see, but it doesn’t matter if they are AI sires or not. You can definitely make a type of cattle with bull selection, and if you know what you want your bulls to do and can look at there parents you can go a long ways toward making a good decision, and a lot further than a glossy photo and some epds.
