It is a swarm trap for honeybees. When the bees feel that their colony is strong enough to multiply, they grow a new queen and send out scouts looking for a new home for the old queen and 1/2 of the colony. Bee keepers put these up to try and convince the "swarm" of newly homeless bees to move in. The opening of the box is then closed up and the box gets lowered down by the beekeeper and moved to the bee yard. April-July is swarm season so I'm guessing that it has been there a while. They should have asked permission from the landowner in my opinion.
