It's not just the untreated human manure/bacteria that makes it funky. How about all of the prescription and recreational drugs? Just about everyone over a certain age takes medicine on a daily basis. Now add to that all the whining hipsters and their party pills... Treatment facilities have no way to remove it from the water.
Meaning waste water can't take it out prior to discharge and drinking water can't remove it with any of the technology currently available.

I was told by a gentleman from S. Africa, "You can drink downstream the herd, but Never drink downstream of people."
