It's a wild world out there!!
Maybe the best sentence is to have them clean those toilets and rooms every hour during the times they are open for a month or so (with supervision ) and maybe they may stop doing it.
But pay for the patrol person and the damage they done.( guess that wouldn't work because they likely don't work)
