Degrease with a good soap and acid wash wash with a aluminum cleaner or the Works toilet bowl cleaner.
Make sure it is rinsed very well

I use a lot of Sherwin Williams Macropoxy
It’s cheap for a good epoxy and we put Dow two heavy coats then top coat with sher chem paint

We have painted 5 fertilizer tender truck boxes this way except for we get everything sand blasted

This Stuff doesn’t brush or roll the best
We thin the epoxy to the point it will go through a cheap pressure pot paint gun

Also I will top coat this epoxy nason full thane with good outcomes

I made this box and painted it with these materials 10+yrs ago
