SW OH | The big inch and the little inch cross the road about a mile from here. There aren't many old timers around anymore, but they all had a story to tell about its installation. Over the years we have farmed several places it crosses. It's vey rocky and lots of clay along the big and little inch. They didn't sort anything as they put it in. When the REX was put in they put topsoil on one side, rocks and clay on the other. Back filled in reverse order. Time consuming.
I'm sure the difference in red tape and union attatude made the biggest differences in the time it took to install.
