Oklahoma | Haven't used these in a couple yrs but always have a set ready. Split pvc and the padding is actually pipe isolation/wrapping. It's sticky on one side and sticks to the pvc good. I just duct tape them to the legs. Has worked well for me.
Also make sure and smooth the edges and corners of the pvc so they don't cut themselves.
