First have a good spreader so you don't have a lot of clumps, vertical beater works well. Personally I would ditch the chisel and wouldn't even consider the plow. I no-till what doesn't get manure and do light tillage on ground that did.

A) Good quality disk pulling a rolling harrow (aka crumbler)
B) Vertical tillage tool, yes you'll lose most of your N from not being incorporated, but it has worked well here

I've had success with both of these and with highly erodible land I don't want to do any more aggressive tillage than this.
