I built the same size bin you talking last summer, and we did it all ourselves. For the floor I would suggest that you make sure that the concrete height is at least 24" above grade. That makes getting a truck load auger under the unload so much easier.

I will say that there are different requirements it seems throughout the country. I have seen places that dig footers down below frost line, and others that place the pad on the ground over some gravel. I think it depends on what your subsoil is. Here we place the 24" stem wall on the ground and fill in the middle to bring it up to the height to pour the floor.

We also make our floors level all the way across, but during the finish step put a small slope on the outer edge of the floor (6") so the water runs away from the edge of the bin.
