This is BS, you don't withhold taxes on a rent payment.  If you file a W-9 you have done

your part.  That is all.

I agree, you never put the SSN on a lease. 

Here is a copy of the form. I suggest you read it carefully. The OP as the payor is to give the form to the payee to complete and return to the payor with their TIN BEFORE making a payment. It is not filed with IRS. If the payee doesn't give the payor their TIN they are subject to backup withholding of 28%.
