Cheapest will be cornstalk bales if you have those locally. Might check price of soy hulls. CRP hay, corn out of your bin, cotton seed, BUT hay ground into a TMR and all fed that way. Including water or corn syrup or other wet stuff will improve feed. You can get by with way less than spreading hay on the ground.
