grass hay would be like any other crop, and especially similar to alfalfa.  Depending on what your soil fertility is like, you may benefit from phosphorus in that starter as well.  Generally, we have adequate soil P levels, and manure, so we don't typically apply phosporus when planting grass.  You will need to determine what you think your soil fertility is like - whether the field has had manure in the past, and whether you think the soil P level is adequate or low/ run down.
