Years ago we had farm ground in the city limits of a small town of less than 50 people. The city limits of the town had thousands of acres of farm ground in it. Before my time the farmers around the small town didn’t want to be forced into getting incorporated into Kansas City suburbs that were moving out into the country so they voted to allow their farms to be incorporated into the small town. The problem then was that it was the small town’s responsibility to maintain the country roads in the city limits around those farms. The roads in town were maintained but out in the country they weren’t. Other country roads in the area that remained county roads were in good shape because the county took care of them. The farm families eventually decided to get their farms out of the town’s city limits and try to get it back to county maintained roads. The farmers hired a lawyer and came up with a plan to get enough farmers on the town board to then propose a vote to unincorporate farm ground out of the town’s city limits. The farmers barely had the votes but got their ground out of town’s city limits and now the county maintains the roads again and all is good. This problem isn’t like your situation but thought I would share it for others in the same situation.
