Horsepower went 125 for me three years ago. Dryland with only one shot of fungicide. It could have used about two more and this was dryland during a hot summer.
I recommend horsepower it would work well in 15 inch. It tillers quite well for an oat. I planted 2.25 bushel per acre and in 7.5 it was the thickest mat of plants I have ever seen.
