Canola does not like heat, early maturity genetics and irrigation would help this.
Not sure what insurance options would be, probably would reference some counties in ND or MN.
Crop always has some seeds shed at harvest so these will volunteer and in addition to a grass species in a cover would act as cover, grazing and manure utilizer.
