Variable rate maps for maize

How would you vary the rate? Plant less in the least productive areas? By how much?
We plant 38.000 to 44.000 per acre now. Usually start high and lower it during planting as the season shorten. Also plant more on the fields that usually yield good.
I have soil samples from last year. No measure of N in these.
How about fertiliser. We usually put a NP 20-9 down when seeding. 40-60 kg/acre. We have tight quota on phosphor so i'm limited on this.
Does it make any sense to move it around, or is it so little, that it should be evenly spread?
