North Dakota | I'm not a plumber but I can see a couple of things that will cause a problem. I think that code requires the vent on a low efficiency water heater to be at least 2 feet above any structure within 10 feet. Next is it should be a class B vent that has double wall tube.
The easiest solution would be to install a high efficiency water heater with a power vent that goes through PVC pipe.
