NO power vent pipe and that low to the ground? Im thinking your vent doesnt look very safe or approved with a horizontal pipe but then again, what do I know????....What you have looks more like an electric clothes dryer pipe vent and I would assume any wind that hits that wall square on would force the draft down the pipe and into the basement and living areas and that is VERY DANGEROUS for poisioning our self with carbon monoxide poision.
Common sense say Every inch of the vent needs to be sloped up hill for draft. Any downhill slope will hinder a heater draft.BUT I would surely check into the venting setup to see if that is even a safe approved setup before you gas someone to death in the house..
