We double innoculate every acre every year. We put ours in following spring wheat. A liquid inoculant is applied with a fungicide when we pick it up from out dealer and then we add peat based Cell Tech for soybeans when we load the planter. Cell Tech is a fine dust type thing that you are picturing. It's a cheap insurance at under $1.50/acre at 160k population. We mix it with our talc then sprinkle it on as seed is dumped into our planter mounted conveyor from a truck. Seems to mix up and apply nicely this way.
