This is the same govt. entity that projected nearly a full years carryout in corn for 1983. Thought was take a year off then too. Govt. response was PIK to aid in draw down of stocks. Was actually a pretty well thought out plan IMHO, and participation was relatively high. Drought of 83 happened at the same time. I can't remember how many days I would get up in the morning and think Man ...... if it doesn't rain today I'm done. Needless to say the carry over was quickly brought back to workable level and we enjoyed some decent prices for awhile. REMEMBER, best cure for low prices IS low prices, this situation is on borrowed time.
