I agree with almost everything you said except that volatility tends to be symmetrical. While we would see larger moves up we would likely have as violent and as large of moves down. With Improperly managed risk this could have serious repercussions.

Also in a largely computer/mathematical driven market it boils down to data and resources. The gov’t has more resources and data (at taxpayer expense) than any other private analytical firm. I m not saying their data is right but they definitely have the most. So traders/programmers give the USDA the most bearing on trade decision.
