What good is having the FSA open if you can't do anything?

I bet less than 10% of the land purchased in my area is through the fsa and out of that basically none of it was ones really pushing up a bid at an auction. Only ones bought at auction was someone else covering the purchase until the fsa could get it done. Basically a parent or relative buying it and then selling it to an individual through the fsa.
