You are correct. I'd suggest that a contributing factor is in the legal arena.

I have to have a colonoscopy this year. I'll bet that I'll have to go through $500 or more of testing before just to make sure I'm as healthy as I am, even after just having a physical. This is fully a CYA requirement.
