not sure you fully understand how Ocean freight works but these ships waiting may have been booked to load out 6-9 months ago and their slot to unload into china booked at the same time. Their load out of china to the US slot may also already be booked so then they wait at Brazil to keep their spot in line to make their cycle work. Some of these ships may already be "rented" for the full year of 2019 buy the big boy freight companies. Their schedule is booked in advance and the cost structure of their Year is already established. few if any leave a port with out already knowing where they are loading their next load after dumping their current load.
Well, apparently China .......
