Texas made a law a few years back, for mortgages the appraiser is independent. Appraisers get certified and put their name in a pool. When a mortgage company/ buyer wants to buy a home, the realtor gets randomly assigned an appraiser.

Seems like a good idea, it helped with the "good ol boy" system of appraisals always coming in very high or very low according if they were working for the buyer or seller.
