Subject: how/who decided that 2x2 is best for starter

At 2x2 does it mean there isn't a limit on the amount of fertilizer that can be applied? Basically wondering if it would be better to be closer than 2" away with less fertilizer. Furrow Jet is 3/4" away as an example.
