Lots of good recommendations already.  It looks like it goes right through your yard, so the landowner should take care of it.
If that is you, get off your couch, and go to work.

Deep grading below the holes, plus crowning the road to drain off are the obvious ways to improve.  More gravel will not
help until that is done.

The one that said pave is a dreamer, he can get out his checkbook, get real....


Edit to add:  That is not a real township road, the buildings are on the road.  Pickup the ladder!
