The NRCS guy was surprising unbiased. He said that there is all sorts of contributions and not just tile water.... Surface water and erosion, ditch/river bank erosion, and metropolitan contributions BUT all the different contributions are the same as in more water and water velocity, the greater the nutrient loading.
