I would definitely build the machine the same size as the planter, makes it less complicated. Gauge wheels would help on rolling ground with the wings set on float.

I use a 12 row rig built from an old IH 183 cultivator toolbar with 13 Ausherman coulters (apparently not NAT approved) with saddle tanks run by a hydraulic pump and Trimble FM1000 system. If the corn is short I can pull a tank behind the toolbar also.

I do run guage wheels on the wings so they can float. It's been a great machine for me without a huge investment.
